BANK CHARGES: A FRAUD OR A FEE?


I would like to crave the readers’ indulgence to permit me express my opinion in the simplest language as a layman who does not understand the workings, laws and rules of the financial institutions. Having had a brief stint as a marketer in one of the new generation bank I can confidently analyze the drama associated with customer’s complaints whenever issues of spurious charges and illegal deductions rears its ugly head while in the employment of the bank. As a staff of the bank in those ‘BANK TARGET’ era of banking operations, not many of us really understand the pain and emotional difficulties experienced by bank’s customers whenever they complain of deductions as miserly as N100, but five years down the lane I was out of that corridor of the financial institutions and I know where the shoe really pinches. I can tell the values of peanuts and crumbs as an entrepreneur, I know what it cost to gather resources, to build funds in your bank account and ultimately smile home at the end of every project.

Consequently, there are some bad times for entrepreneurs when N100 will make a difference and save an ugly situation such as dishonoring a cheque as a result of deductions never envisaged. Much has been said about the CAN President in the person of Ayo Oritsejafor, he (Ayo) ought to know by now that the whole story about the botched arm deal is a bad omen to his priesthood. How else in this world would it have been imagined if the Pope of the Catholic Church is involved in illegal or black market purchase of Arms and Ammunitions for the Italian Government? It is unholy, ungodly and sacrilegious.
What I seems not to fathom of the whole saga is the fact that the Nigerian Government has evasively hidden the identities of the supposedly two officials alongside the Israeli ,Eyal Mesiaka caught with $9.3million on board the Private jet of the CAN President in South-Africa. Were the government officials involved in the failed illegal arms deal on government payroll or could it be they were only hired as consultants for the sting operation to procure arms for the Government or Christian Association of Nigeria?

When will the government asked the church to formally update and modify its memorandum and articles of association to a profit oriented entity since Oritsejafor has a corporate organization with which he leased the private jet in question?

NEO-SECESSION AGENDA: BOKO-HARAM DELUSIONAL MICRONATION CALLED CALIPHATES.
As of the time writing this piece, I was wondering if the title will capture what goes on in my mind touching on declaration of a caliphate by the outlawed Boko-haram sect. However, I will be requesting for the complete document on the Oath of Office sworn to by the President of the Federal Republic Nigeria, at least the Freedom of information Act is yet to be abrogated so I can make use of that tool. The most discernible part of the Oath of Office of the President of the Federal Republic of Nigeria is to ‘’Protect the Territorial Integrity of the CONGLOMERATION called Nigeria”. In the light of the foregoing, how effortless was the Boko-Haram able to declare a caliphate in Nigerian Territory when we still have President Jonathan steering the affairs of the all-powerful, populous, flushest, and most influential black nation in the entire world?
Few weeks back, Boko-Haram declared a caliphate in Gwoza town in the Northern part of the country and even made a mockery of the Nigerian Army by showing us a video of the Nigerian troops squirting to neighbouring country, Cameroon, a move the Nigerian Military authority tagged ‘’Tactical’’. When will the Nigerian Government heed to calls from patriots, soldiers, foreign observers and wives of the Soldiers that the troops be better equipped with modern combat weapons to confront the seditious elements? About 480 souls of our darling soldiers could have been squandered had they not taken to their heels and seek refuge in Cameroon. In a contrast development in UK according to CNN, Scotland will this month decide in referendum whether it wants to go it alone as an independent country and split away from the United Kingdom. Also, the Movement for the Actualization of the Sovereign State of Biafra (MASSOB) led by Ralph Nwazuruike have established a currency and proclaiming an independent state called BIAFRA.
Dr Judy Lattas of Macquarie University in Sydney, Australia defines a micronation as a self declared entity that’s either virtual or very small (though some are actually quite large when compare with microstate such as Monaco or the Vatican).Dr Lattas is of the opinion that ‘’there are incredible differences among them and no clear sense of unity at all’’. In addition, she opine that ‘’Many reject the notion of micro-nations outright. Some are secessionists and some aren’t. Some are more like virtual-game playing, some are art projects, some are very cyberpunk and others are quite serious political protests or indigenous sovereignty movements’’.
However, some of these micronations are borne of out of dissenting agitations for ‘Independence’ desires. Take the issue of Boko-Haram and Biafra in Nigeria, the former is clamouring for a non-western ideologies and religious secession while the latter is desirous of independence as a result of perceived jaundiced resource control system in Nigeria. All of these generally follows a secession model and take inspiration from the Montevideo Convention on the Rights and Duties of States (signed in 1933 by the United States and numerous Latin American countries) and clearly states that:
  • There must be grievance
  • There must be members
  • There must be some sort of declaration
  • There must be perceived wrong against a dissenting group
And if the group claim goes unanswered –you don’t, for example, receive any kind of formal rejection-then it’s assumed by default that you’ve succeeded in seceding. Boko-Haram has been a major phenomenon in Nigerian history, they have succeeded in exposing the laxity and rot in our security system making us vulnerable to external aggression if not addressed promptly. Sometimes ago, MASSOB militant group was able to gain access to the Government house in Enugu causing a serious storm in a tea-cup, were it not for the timely intervention of Military back-up of Governor Sulivan Chime of Enugu State, they would have succeeded in overthrowing the Government and many lives would have been lost in the struggle for emancipation of BAIFRA state. Boko-Haram would have wreak havoc on the state of Borno if they had half chance what MASSOB did in Enugu Government house, they are the offshoot of Al-qaeda and other terrorist group such as ISIS of Iraq and Syria. Their modus operandi is to coerce and maim innocent souls in the name of religion and hatred passion for western education.
Consequently, we are experiencing a new world order in secession which calls for global attention. It is irrevocably becoming a wish to just wake up from slumber, raise an army of dissenting voice and declare a MICRONATION (Vatican or Monaco), CALIPHATE (Boko-haram), STATE (ISIS), etc. In my own opinion, I do not really see the micronations surviving beyond the borders of their wishful desires, because the world itself keeps getting smaller and becoming a global village as a result of direct/indirect international relationships brought about by factors such as:
  • Trade,
  • Education,
  • Technologies,
  • Marriages,
  • Exchange Programmes
  • Religion
  • Others
In conclusion, Boko-haram should never be deceived into believing that Nigeria as a country will tolerate their boisterous tirade that a caliphate has been twisted out in the Northern part of Nigeria, the shindig revelry will soon be over as President Jonathan will kick-start his campaign for re-election soon and he really needs to abide with the National Pledge which goes thus:

I pledge to Nigeria my country
To be Faithful Loyal and Honest
To serve Nigeria with all my Strength
To defend her UNITY and UPHOLD her Honour and Glory
So help me God.

With the National Pledge in President Jonathan’s mind, Boko-Haram is truly in a state of disillusionment; Boko-haram had better have a re-think and retrace their steps before Jonathan’s campaign train gets to Borno state. Perhaps, Boko-haram could equally visit some micronations around the world and tap into the knowledge with which they created their mini empires. Here are the lists of such micronations:

'ASK NOT WHAT YOUR COUNTRY CAN DO FOR YOU – ASK WHAT YOU CAN DO FOR YOUR COUNTRY', Which many of us had heard time and time again.

The essence of this fact finding is not to tell you John F Kennedy stole a quote from his old headmaster, and subsequently used the quote throughout his campaign for presidential election in United States of America. In any case, President Goodluck Ebele Jonathan used “I HAD NO SHOE” rhetoric during his campaign in the 2011 Presidential election in Nigeria and won millions of sympathy vote for that statement, ”I had no shoe”. In my quest to see if I could do something about Ebola in Nigeria, I ask what did we not do right in the first place as to allow the scourge of EBOLA threaten our PEACE?

The first thing which came to my mind is Inadequacy of Information dissemination; we did not do enough to raise the consciousness of this dreaded disease called EBOLA.

Secondly, Ignorance is a killer disease; it kills faster than EBOLA itself. With the news all over the world about Ebola, how come our health practitioners still was not prepared for the uneventful EBOLA?

Thirdly, we lack basic facilities to manage this Ebola menace in almost all our health centers, public places, homes and what a view.

Lastly, Government ought to have declared an emergency since the very first day Sawyer brought this Ebola to Nigeria, the ordinary and common people on the street seems not to know that EBOLA is deadlier than CANCER. I suggest the level of orientation and awareness is given top level PRIORITY so at least we can all manage the situation better than what we have presently.

The fight starts from household to public places, Government, parastatals, corporate environments, individuals, etc.  It begins with ME and YOU.

The Federal Institute of Industrial Research, Oshodi (FIIRO) is a parastatal under the agency of the Federal Ministry of Science and Technology. FIIRO was the idea of an economic mission sent to Nigeria in 1953 by the World Bank. The mission's observation was that industrial research activities in Nigeria were diffused and uncoordinated with no definite direction. Consequently, a decision was reached to set the Institute in 1956.

VISION STATEMENT
To be the foremost centre for Science and Technology-based research and development for the industrialization and socio-economic advancement of the nation.

MISSION STATEMENT
To conduct and promote market-driven research and development (R&D) for the industrialization and socio-economic development of the country.

MANDATE
To assist in accelerating the industrialization of the Nigerian economy through finding utilization for the country’s raw materials and upgrading indigenous production technologies specifically to:-
  1. Identifing & Characterizing local raw materials for use in industries
  2. Develop appropriate technologies; upgrading indigenous technologies in the area of food and agro-allied processing and in various non-food us
  3. Develop Pilot scale operations
  4. Assists in the transfer, adaptation and utilization of these technologies by local enterprises
  5. Undertake economic evaluation of Projects and consultancy services
  6. To undertake the preparation, publication and Dissemination of useful technical information to industries and researchers.

  •  Research and Development of Food and Agro – Allied Processing Technologies.
  •  Research and Development into Pulp and Paper Processing.
  •  Research and Development into Packaging and Product Design
  •  Design and Fabrication of Equipment Prototype.


LOCATION:
The institute is located at FIIRO road, off Agege Motor road, Cappa Bus Stop, Oshodi Lagos Nigeria.

PHYSICAL DESCRIPTION:
FIIRO occupies a five hectare land mass. It has organizations such as NITEL, NAFDAC, NAFRC and NIMET as her surrounding neighbours. The major buildings in the institute include, the Administrative building, which accommodates the office of the Director General, the Library, Accounts etc, the second wing of the Administrative building is exclusively for all the six Directors in the institute.

We also have the three storey buildings that we refer to as the Laboratory and the Engineering building. Between the Laboratory building and the Administrative building is the bakery and close to the bakery is FIIRO’s first ever Pilot Plant. Also within the premises are the multipurpose building, the foundry, the staff canteen, the fruit juice pilot plant, the staff quarters and the prototype machine building.

INTERNET FRAUDS AS AN OPIUM: A CURSE OR A BLESSING?

The Police Special Fraud Unit (PSFU) has arrested the above named internet fraudsters who specialized in designing organisation’s websites and using same to defraud unsuspecting members of the society.

A petition dated 22nd August 2013, received from OPEC FUND for International Development alleged that a website designed as “OFID Scholarship Website” with OFID name and logo has been used to defraud innocent Nigerian applicants.  That in the website, applicants were required to pay N2,500.00 as an application fee and over 2,000 applicants responded and paid the fees through the First Bank Account Number 2020874607 and Access Bank Account Number 0056941009 with the name OFID WSAS NG.  The petitioner stated further that it was one of the victims that contacted OFID via facebook, accusing OFID of being complicit in the fraud.

The Cybercrime Section of the Unit swung into action and the mastermind of the fraud, one Falade Oluwapelumi Ayotunde was arrested.  His arrest led to the arrest of five other syndicate members.  Police investigation so far revealed that over 2,000 applicants paid the sum of N2,500.00 each into the two banks provided by the suspects and the principal suspect is the only signatory to both accounts.

[1]  FALADE OLUWAPELUMI AYOTUNDE  -  A 25years old from   Akure, Ondo State and 500Level Estate Management student of    Federal University of Technology, Akure (FUTA).  The suspect made a          confessional statement, that he designed the website of OFID WSAS        (OPEC Fund for International Development for World Student Aid           Scholarship) in June, 2012.  That the idea came from one Fajobi Olalekan and Bolatiri Opemipo.  He also admitted that he opened an       account in both First Bank and Access Bank with the name OFID   WSAS  NG for applicants to pay in their application fee which many         responded to.  He further stated that he and his cohorts printed a postal           for OFIDWAS which was on the website.

[2]     ASAOLU VICTOR – 25years old from Ilesha in Osun State and a         graduate of Mining Engineering from Federal University of         Technology, Akure (FUTA).  A job seeker.  He confessed that he           assisted to paste the posters on line and he was given N80,000.00          initially and later another N40,000.00 totalling N120,000.00 for the job.

[3]     AWOTE TEMITOPE EMMANUEL – 27years old.  A 500Level Estate           Management student of Federal University of Technology, Akure         (FUTA).  He confessed that he assisted the principal suspect to sign        guarantor for the accounts he opened in First Bank and Access Bank     for the OFID program and was paid N70,000.00 which he had spent for his personal effects.  He stated that he participated in pasting and           publicizing the fake OFID Scholarship Program.  He also stated that he         knew from the onset that the OFID Scholarship Program is a scam        aimed at defrauding innocent scholarship applicant but that he still went on to deceive the bank that his friend is honest and the program          genuine.

[4]     FAJOBI OLALEKAN is 27years old from Lagos State and a        Mechanical Engineering graduate of Federal University of Technology,         Akure (FUTA) with a first class honour and the best graduating student     in his department for the year 2012.  He is currently working with Dee   Xecutor Concept.  He stated that while in school, he lived in the same     Lodge with the 1st suspect and his mates/friends always come to him    for educational assistance because of his intelligence.  That he once fell    victim for scholarship known as EDIADS, which made the 1st suspect          to approach him and got some information regarding that one, which he          believed gave him an idea on how to design OFID Scholarship       Website.  He further stated that he lent the 1st suspect the sum           N12,000.00 for hosting the Website.  He later gave him N20,000.00 in           return and informed him that the fraud was successful.

[5]     BOLATIRI EMMANUEL ONAOPEMIPO is 25years old from Oyo      State.  A graduate of FUTA.  He is currently a Handset Dealer.  He   corroborated Fajobi Olalekan’s statement that they applied for        scholarship while in school which turned out to be fake and they shared   their experiences

 with the 1st suspect which gave him an idea on how to        design his own fake Website with OFID name/logo.  He also stated that        he lent him the sum of N8,000.00 and was later paid N12,000.00 with     interest.

[6]     ADEBOMI OLUWATOSIN – 26years old and a graduate of FUTA.      He is currently working with Delta State Polytechnic, Ozoro as a      Programmer II.  According to him, he offered professional advice to the   1st suspect and lent him the sum of N10,000.00 and was later given N100,000.00 as his own share.  He confessed that he knew from the      onset that it was fraud aimed at defrauding innocent applicants, since   there was no authority from OFID.

Investigation is on-going.  Suspects will be charged to court soonest.

The Commissioner of Police, Police Special Fraud Unit, CP Umar F. Idris advises the general public to verify the genuineness of any on-line advert before parting with their money.  He also uses this medium to invite the affected victims to Police Special Fraud Unit (PSFU) No. 13, Milverton Road, Ikoyi – Lagos in furtherance of the investigation.
